Here, Benjamin Pascal explains that the Wakizashi isn’t really a throwing weapon, so it’s not meant to be something you’re already holding and then casually toss at someone. Instead, it’s more of a quick surprise action: you draw it and immediately throw it in one motion (almost like an iai draw, except you throw rather than cut).
The goal isn’t primarily to kill or seriously injure the opponent, but to create an opening—either by distracting them long enough for you to close the distance, or in a situation with multiple opponents, to momentarily disrupt one person while you focus on fighting the other.
